Yes. Chilean passport holders are not visa-free for India, but they are on the Indian e-Visa list. The standard path is the online e-Visa application through the Indian government portal in one of the popular Tourist tiers (30-day double-entry, 1-year multi-entry or 5-year multi-entry), approved by email within roughly three to five business days. Visiting the Embassy in person is only necessary for visa categories outside the e-Visa scope.
The Embassy runs two separate consular windows. Document submission for visa, OCI and passport cases is received Monday to Friday from 10:00 to 12:30. Document collection — picking up the completed visa, OCI card or passport — happens Monday to Friday from 14:30 to 16:30. Outside these windows the administrative office is open but the consular counter is not staffed for public service; queries go to cons.santiago@mea.gov.in.
No — not for civilian visa or consular purposes. The Embassy of India in Santiago covers Chile only. Ecuador is formally accredited to the Indian Embassy in Bogotá, Colombia. Peru is served by the Indian Embassy in Lima, which is concurrently accredited to Bolivia. The Defence Attaché function at the Santiago Embassy is concurrently accredited to Ecuador, but that is a separate military-attaché role and does not affect civilian processing.
